Refund of 2% non-resident stamp duty surcharge without becoming UK tax resident

Hello I have just purchased a property in the UK as non-resident and paid the 2% stamp duty surcharge. Is there a way to meet the conditions for the 2% refund (e.g. being physically in the UK on 183 days) over two tax years, without becoming UK tax resident? Thanks Dave
