Stamp Duty Tax Surcharge (2%)

If I am already UK resident, but not yet stayed in UK over 183 days. I would like to know if I require to apply Stamp Duty Tax Surcharge (2%) on SDLT since I am still treated as the purchaser from overseas? Thanks.
