National Insurance credits for foster carers pre 2003

I was a foster career from 1992 till 2004 normally home responsibility protection doesn't apply for these dates but I'd heard that that could be reconsidered, does anybody have any information on this?

HRP/Parents and Carers credits can only be awarded for tax years from 6 April 2003 to 5 April 2010.
If you would like to apply for 2003-04, please complete form CF411.
