Urgent National insurance query

Hello I have been trying to get my NI number since 2020 however I still havent received my correct NI number. There has been a mix up with my NI number with someone who has the same name, surname and DOB as me. I have contacted HMRC several times however I keep on getting the NI number of the other person. I need a completely new number so that I can use for student finance and work. Please help me as this has been very stressful for me and ongoing for years. I have even tried to apply for a new application but that didn't work either. I need a completely new number urgently as I will need it for student finance. I found this out as I can see the details of other person on the HMRC app and I only came to the country in 2020 and the other person must have gotten it before her 16th birthday so that is definitely not my number however none of the agents seem to understand this. Please give advice.

They will be able to confirm if the matter has already been noted and is waiting to be dealt with. If not, they will be able to take details
