I have got two National Insurance numbers. I would like to know if there is any way to merge these two.

Hi ninomerge,

If you have received two full National Insurance numbers you will need to contact the NI helpline so they can assist you with this issue, however if you have a temporary National Insurance number and a full NI number please contact the taxes helpline.
NI helpline:
Number - 0300 200 3500

Taxes helpline:
Number - 0300 200 3300
Overseas - +44 13 5535 9022
Open  -Monday to Friday: 8am to 6pm Closed on Saturdays, Sundays and Bank Holidays.

I also have this issue. Is there a way to resolve this without calling the Taxes helpline number as you have to hold for a long time before getting through? Please note that I have called the helpline and written several times to highlight this issue over the last 1.5 years. And keep getting penalty notices for not having submitted my tax return. When in fact i have submitted my tax return using my usual NI number.
