Hello, I have been in the process of applying for voluntary national insurance payments for 2-3 years now. It's been a back and forth process but now my application is sitting waiting for processing according to the call centre agents. This has been repeated to me now for the last year and still no change from the call today. Why would this be taking so long and is there anything I can do to get this completed please? Thank you

Use the HMRC online chat service, it's way more efficient than telephoning. You'll achieve your goal much faster. State exactly what you require when the Bot answers, then ask to speak to a human.
