Can't submit statements in PAYE Tools as Authentication fails (1046)

I just got the PAYE tools to pay myself as the director of my company. I've been trying to submit my first salary payment but it goes unsubmitted for error code 1046 - "Authentication Failure. The supplied user credentials failed validation for the requested service." I'm giving the user ID and password I use to sign into my business account on Government gateway, so I don't see why this should be a problem.
