Hi Do we have to make payslip for employees with 0 hours worked on the week for businesses like agency staff supply . The payroll system we use doesnt allows to do submission without issuing payslip to all employees irrevelent they worked or not. Staff those didnt work , we enter 0 hours and do the submission on every week. Just to make sure this is quite right thing and doest affect the tax calculation or inappropriate refund

HMRC wouldn't comment on payslips, however you wouldn't be required to report to HMRC that these employees didnt earn anything.
You would only report for employees who earnt.
