Starting a new Payroll System

I have moved from one accountant to another. the previous agent is refusing to pass over any of my companies existing details to the new agent. Whilst we now have access to the Government Gateway, the PAYE Ref and Accounts Office Ref, we do not have access to any of the previous payroll info. Can the new agent just create a new payroll system? Thank you for any advice.

We wouldnt recommend this as it can create duplicate information. You can contact HMRC on 0300 200 3200 to request a copy of the information we hold.
