When following this link: https://www.gov.uk/guidance/find-payroll-software-that-is-recognised-by-hmrc I see the area offering free payroll software, but what is the process for a payroll bureau be a paid-for payroll software?

If you go to the page I linked above, there is a list of payroll software's, both free and paid. For example, ADP Limited is among one of the suppliers names for a paid-for payroll software. How does a company get listed as a paid-for software? ADP is based in the US, but they are shown as a software that can be used for reporting PAYE on behalf of clients. Can companies register with HMRC to be used a paid-for software?
