P11d for commercial vehicles 4x4?

A few of our staff have flatbed 4x4 to enable them to transport items these are used to commute from home to work. Should a P11d be issued?

In order to answer this fully you would need to assess if this would be classed as a car or a van for tax purposes. For example a Van can be used to commute and this would be classed as insignificant use and not reportable however a car being used for commuting may not be exempt from reporting.
