P11d filing with no PAYE reference

Does a Company need to register for PAYE to declare P11d benefits. Have a client with no employees or salary paid to Director but Director has a Company car and benefit needs to be declared for 23/24 tax year

Yes the business will need a PAYE scheme to report benefits.
