HMRC had replied in this forum that CPF contributions made before 6 April 2017 are tax exempt when the lump sum is received. Would CPF monthly payouts from the pre 6 April 2017 contributions, received by a UK tax resident, also be tax exempted?

Hi,

No. Article 18 of the UK / Singapore tax treaty states that sums payable to an individual periodically at stated times, are taxable in the UK.  
The 2012 tax treaty amendment, is effective in the UK from 1 April 2013.
