Tax not paid

I have changed employer and my P60 is showing that I haven’t paid any tax or NI in over a year from my former employer. I have got wage slips to show that they have deducted tax & NI. I have asked my former employer to co tact HMRC about this but they refuse, what can I do? I’ve been working at my new job for 10 weeks and am still paying emergency tax.
