Wrong Tax Number - Paying too much tax

Hi, I've changed jobs recently and have been paying too much tax as I am still in the emergency tax number for over a year. I've been trying to make a claim online, but I can't receive my confirmation code on my phone number as I have also changed number. There are other ways to authenticate my identity if I can't receive the code on. my phone number, however, I am being asked to provide details of either my UK Passport or UK Driving Licence. I am a french citizen and have no UK passport or driving licence. I've been trying to call HMRC, but impossible to get hold of them. It's been for over a year and I am so sick of it, I am really struggling to make end meet and really need to be put on the correct tax number. How can I get any help?
