Gifting money from parent with dementia

My mum has dementia and has lost capacity. I have Power of Attorney for finance. She is in a nursing home and self funding . Can she gift to me and my two brothers (via me acting as POA) and can she gift extra for a wedding for her son next year without it being seen as avoiding care home costs
