Mandatory fields for TRS

Could you confirm if all fields are mandatory when completing the TRS? The TRS Manual and HMRC Discrepancy list state that all fields are mandatory, but apparently when registering a trust, the actual TRS states some are optional? Your clarification would be appreciated
