Underpaid tax

I received a tax refund early 2023 (feb) financial year as I was constantly on an incorrect emergency tax code. In the last week I have been trying to contact HMRC because I have received my tax calculation and I apparently owe 732 pounds back to them, which is a lot more than they refunded to me. My salary has not changed and this is my only job. How can they say I owe this amount when they had refunded me?
