So I have a part time job but don’t earn enough to be taxed. I work maybe 8 hours a week there. I’m looking at getting a second job but that will only be about 16 hours. I know I’ll get paid 20% tax for having second job but will I get that money back at the end of the tax year because I’ll be under the threshold amount in terms of earning to be taxed?

Hi,
Though we usually try to refund you through your wages, any tax that you have overpaid on your total income across both employments will be refunded to you at the end of the tax year. You can see guidance here:
