You can’t pay this tax here

Hi, I am trying to pay the income tax that the HMRC says I owe them. But when I click 'Online payment options' and click 'Pay the full £xxx by debit or business credit card', it shows, "You can’t pay this tax here." It is quite confusing and annoying, please advise me what to do.
