two jobs, combined is less than the personal allowance, but one is on BR

I have two part time jobs, together I make less than my personal allowance The first job is on teh 1256L However the second job has been put on the BR taxcode and I have been taxed Does the personal allowance not cover both jobs? If I make say £500 in both every year then that means I am overall within my allowance, so why have I been taxed? Can i claim this money back?
