My yearly earnings are less than my personal tax allowance. Can I use the difference for non ISA interest on savings and am I entitled to the personal savings allowance and the starter rate for savings. For example, if my pension is £9000 a year and personal allowance is £12570, would I then have £3570 plus £1000 plus £5000 that could be used for interest on savings before paying tax. Thanks.
