PAYE Rebate but living overseas, no UK passport or phot ID

I have been living in South Africa for 22 years and I have let my passport and licence expire. I have received a pension payout from Prudential and have been taxed on it. I wish to claim the rebate but can't get past GOV.UK security as I don't have the information. I can't find an email or a form of communication other than phoning, with a 45 minute wait this becomes very expensive from S.Africa! Can anyone give me some advice, please?
