Cannot register for UTR number due to lack of national insurance number

How can I apply for the UTR number without the National Insurance Number? I am the first time to fill in the tax return and I knew that I have to register before 5 October 2023 because I was the UK tax resident during the tax year of 1 April 2022 to 31 April 2023. If I can register on or before 5 October 2023, can I apply the exemption on this?

If you are self employed you can contact the self employed helpline 0300 200 3500 or download and submit the CWF1 form by post.
If not self employed then you can download and complete the SA1 form by post.
