After waiting over 2 years I received a letter today outlining my entitlement to a state pension, payable from February 2022. However, there is no indication of how this will be taxed. Is it there, here or both? Also, as there should be a single payment for the 2 years in arrears, will this large payment attract a higher level of tax?

They have taken tax at 22.4% at source. Am I still liable for UK tax? If yes, is it correct that I must seek a declaration of permanent residence in UK and send this to Portugal with a claim for reimbursement? Am I obliged to register for self-assessment now, given that my first payment only arrived after April 5th.
