Pension contribution tax relief and income type

Hi, I am considering pension contributions should tax relief apply. (1) Can I claim tax relief on savings interest income? (2) Does pension contribution tax relief apply if my employment income is below the basic personal allowance but my overall income is greater than the sum of the personal allowance+the £1K savings allowance and the full £5K starting savings allowance. (3) If my employment income is greater than the basic personal allowance do pension contributions change how the starting saving allowance is calculated. Many Thanks
