Applying for tax information as a non UK resident

I'm writing for a website online but unfortunately they only pay to certain countries and mine is not eligible, tax information from an eligible country is required for me to be able qualify to receive payment. Is there any way to apply for Tax here in the UK as a non UK citizen to resolve this issue?

No.  It is not possible to apply to pay tax in the UK, you have to be resident in the UK or if not resident, then receiving income arising in the UK.  You are taxable on your income in the country you are resident in.
