I'm a dual national US/Italian non dom with residency & leave to remain in UK. My income comes largely from US dividends. I'm wanting to move into some ETFs and some of these don't appear to have the correct reporting status. Would I be eligible to hold funds like these as an Italian, or is the preclusion because of US citizenship?

You cannot hold UK ETFs if you are not a UK citizen.

Do you mean I cannot own any ETFs that are on the HMRC list of reporting funds?

Hi,
It depends on the platform, as some investment platforms require you to be resident to use them, so you would need to check.
