SIPP relevant earnings - what are "government securities"?

Hello, For calculating earnings that attract tax relief when making SIPP contributions, what is "pay paid by way of Government Securities"? Would income from treasury bills, taxed as income, count? Or the portion of a gilt that is taxed as income? From the list here. https://www.gov.uk/hmrc-internal-manuals/pensions-tax-manual/ptm044100#earnings
