Waiting for UTR

Hi, I have registered on 4th July for self assessment online and did not receive my UTR. I checked online for the waiting time and the date has passed so I have registered again on the 15 th August and still no UTR.I haven't received any confirmation that my form has been submitted , the expecting reply date is 22nd September so quite close to the 5th October !! Could someone check please when can I expect my UTR and that my form has been received please.
