I need help with self penalties, I can't contact anyone to resolve my issues.

I have tried calling, but I get cut off after 1 hour. I can't get to speak to anyone. I don't have an email address for help. This is my last resort. Penalties keep rising but I don't know why and I can't speak to anyone to find out what's going on. Someone help me please?
