Foreign pension and UK pension

Must a 72-year-old UK resident with a UK pension of around £4k and a foreign pension of around £7k per year register for self-assessment and submit a tax return? Even though it does not exceed the tax-free amount

Yes, as foreign income is Self Assessment criteria.
