PAYE and self employed. Can I claim back PAYE tax if business loss

I paid full Tax on my PAYE job. I invested alot of money setting up my business (expenses I have logged) but made a loss. Can I claim tax back from PAYE as self employment/assessment is all personal finances. My accounting is not case basis.
