NT tax codes - living overseas - how long are these taking?

I have applied to HMRC for a NT tax code as I want to pay my taxes in Turkey where I spend most of my time and who have a reciprocal tax agreement with the UK. I sent off the forms in April which had been duly certified by the Turkish tax Authorities and have yet to hear the outcome. The only update after a phone call was that the earliest they would be processed would be end of September 2024 but since then nothing has happened. Is this kind of delay normal? As I will be due a PAYE refund once they make the necessary changes will this be processed as a PAYE refund through my private pension provider who are responsible for my current deductions of PAYE

When I go online to this service it tells me it cant help with a NT tax code application query - is there another way of finding out without phoning as you have to hand on for a very long time usually thank you
