I am a non domiciled uk tax resident. I have foreign income of of less than £2000 in 2022/23 and this income has not been remitted to uk. However I was also paid £10 gross interest from my uk bank accounts in the same period. Do I need to file a self assessment?

Yes. You need to complete the residence section to confirm you are claiming to be non domiciled and claiming the remittance basis.
