More than 2&half months still haven't received the UTR number

Applied for a UTR number for self assessment online on August 3 2024, but not received any response. Concerned that this application might not have been received , So submitted another application in Sept 22, 2024. However still haven't received any updates. Have also tried to contact HMRC advisers through the website several times but was unable to get through. Really don't know how to do now ? If have not UTR , how can submit Self Assessment 2023-2024? Please kindly advise, thank you so much.
