Do I need self assessment

Dear administrator, My husband is a BNO holder and came to UK on 6/7/2023. Later he returned to Hong Kong and worked there. He is confirmed not an UK resident. Under this situation, does he need to submitted self assessment and split year treatment? Any other forms are also needed? Your assistance on this matter is much appreciated YF
