Domiciliary workers paid from home

We have been paid for mileage from home for 15 years now we are being told we can only claim mileage from our base which we do not attend.also we cannot claim mileage when we go home for our break .can they do this and can I then claim the difference through my tax allowance.also do employers claim mileage costs back of the HMRC.
