Foreign pages self assesment

After I ticked Foreign box as I have earned interest with tax paid, the foreign pages has no relevance to me. This is what the page shows and I cannot leave the box blank: The question is : Were you unable to transfer all or some of your income to the uk? Options: no Yes some Yes I hand no idea what they are talking about as I only have interest to declare on my form. How do I by pass this question.?

You answer No to this question if the country in which you receive the interest allows you to withdraw it.
This then opens up the pages for you.
Only answer yes if the country states states that funds cannot be removed.
