I have set up a UTR online and received an activation code. I've applied to cis but it keeps getting rejected stating my utr isn't activated. My online hmrc account for self assessment is open and shows a historic self assessment for 2015-2016 but I am unable to submit anything for it How do I close that self assessment and is that why my cis applications are failing? Is that impacting my utr code somehow? I've tried calling but everyone keeps telling me to send in forms and I'm no further forward

Hi,
If your account shows that you are due to file a 2015 to 2016 tax return and you have not already done so, please complete and send us an SA100 Self Assessment tax return for this year as soon as possible - you can download and print the return to complete by going to and searching for 'SA100 2016'.

This will not be why your CIS application is being rejected, though - it's most likely that your Self Assessment record is dormant, and needs to reactivated before CIS can accept your UTR. To confirm this, and reactivate your SA record and UTR, contact us by webchat or phone via:
