Request for Certificate Of Residence in UK - How long to receive?

I applied for one of these on 5th October 2024 and have not had any reply yet. Is it normal for it to take this long as it's now 20th Nov? From what I read it's usually 3 to 6 weeks for a reply. The application is confirmed as it's visible in on my government gateway. Ref number is there and it states "completed" which I assume means I've completed the application. Thanks
