Interest income from foreign

Hi, My uncle was tax resident in year 2023/24. He has no other income except interest income outside UK of GBP 7,500. Per "Check if you need to send a Self Assessment tax return", he is no need to file tax return as his interest income is less than GBP 10,000. Is my understanding correct?

As this is foreign income, he still needs to declare this in a tax return.
