Left UK in 2019, pls close my tax account and stop putting penalties on tax filing

I don't work or live in UK, so please close my account and waive off/cancel all the penalites for late filing. I have tried to somehow submit all returns and raise waive off request. Please do not raise any more penalty request as I don't work or live in UK. Please waive off everything, anyways I won't be able to pay anything.
