Can't confirm my ID - Self Assessment

I am trying to register for a self assessment as I am setting up a business(sole trader) but I am unable to confirm my ID. I don't have a passport or a driving license or credit record. I do have a Pass (proof of age card) that is recognized as a form of ID but you won't take it. How else am i meant to prove my ID?
