Development Funding

Hello, I want to know if grant money should be declared as income/is taxable on a self assessment? For example if the money is intended to develop a practice as an artist over the course of a year. Part of the money would be to cover living costs as well being to pay for mentorship, learning new skills, art supplies and materials. Thank you.
