Apply for UTR number online but requiring NI number for a foreiger without work in UK

I am a foreigner having a property in UK and need to claim tax return. I try to apply for UTR on HMRC website and encounter a problem that it needs me to provide National Insurance number. However, I am just a foreigner without work and right to work in UK, how can I have national insurance number? What can I do next if I want to apply for UTR for tax return? Best Regards, Kevin
