moving to a new office (perm move) - staff to be compensated for move for 12 months, so their additional costs will be paid. for ease of calculation, a mileage allowance from old office to new office given , so only those who travel more will be reimbursed/compensated. Is this tax free or will payments have to be taxed and ni'd?

Re-imbursed expenses paid by an employer for travel to and from what will now be a permanent workplace are liable to tax and NI deductions.  Have a look at the guidance at Ordinary commuting and private travel (490: Chapter 3).
