Questions about £10,000 from dividends vs £300 foreign income

I would like to ask when I finish "Check if you need to send a Self Assessment tax return" section, I don't need to send a Self Assessment Tax Return, but I found a question if I move on to Registering for Self Assessment and getting a tax return. I should tick a box of "I'm getting taxable foreign income of £300 or more". My questions is, should i complete the form and get the UTR even though my total income is less than £10,000?
