Vehicle milage expenses .

Hi, my employer pays the standard rate vehicle mileage as part of my job. Recently my employer declined to reimburse my claim as it was more than 3 months old (their policy). The Hmrc website seems to say vehicle mileage claims can go back as far as 4 years. Is it possible to claim this declined payment directly from Hrmc?`
