SDLT for non-UK residents

I left the UK in 2008 when I was posted abroad by the Royal Navy. I remained abroad on armed forces postings until 2016 when I retired from the Service. Since then I have been continuously employed by NATO in Belgium as an international civil servant. I am about to buy a UK property. Since I have been continuously away from the UK on duty, do I qualify for Crown Employment relief on SDLT?
